A New Year. A Wealth of New Opportunities.
What a year that was! 2009 was a time of immense change for the home performance industry. And rapid growth.
In February, the American Recovery and Reinvestment Act (ARRA) brought new awareness of, and demand for, professional weatherization and energy efficiency retrofit work. BPI was at the forefront, helping government programs "ramp up responsibly' by providing guidance, setting up training affiliates and ensuring the newcomers to the home performance workforce comply with the same technical and quality assurance standards as the veterans.
We invite you to visit the Department of Energy's Energy Efficiency and Renewable Energy webpage to see some great videos that tell the stories of individuals who have seen their lives change who have found meaningful jobs or received much-needed assistance during hard times thanks to the weatherization programs funded by ARRA.
The home performance industry is growing fast, thanks in large part to the funding provided by ARRA. Just look at the growth rate BPI itself has achieved in 2009. We've added 57 training affiliate organizations this year! To accommodate the increased demand for our services, we've opened a second office in Washington, DC, and brought 14 new staff members on board. We're still looking for the right people to fill three additional key roles a Director of Certification, a Senior Building Scientist and a Building Performance Project Manager. No 2009 year-in-review message would be complete without pausing to remember home performance pioneer Tony Woods, who passed away in May. As a former member of the BPI board of directors and President of Canam Building Envelope Specialists Inc. and ZERODRAFT®, Woods was an important contributor to the inception, development and growth of our industry. We now recognize this with the new Tony Woods Award for Excellence in Advancing the Home Performance Industry. Two of these were awarded in 2009 the inaugural American winner being Matt Golden of Recurve (Sustainable Spaces) and the inaugural Canadian winner being Laverne Dalgleish of Building Professionals Consortium.
In November, a little program called HOME STAR was introduced to the President's Economic Recovery Advisory Board by venture capitalist John Doerr. Affectionately dubbed "Cash for Caulkers' the program has everyone including President Obama talking about energy efficiency retrofits. Never before has this industry received so much attention in the mainstream media! You know you've hit the big time when you're covered on The Daily Show with Jon Stewart twice in three nights, even though there's a juicy celebrity scandal going on at the same time. Developed with strong participation from Efficiency First, HOME STAR is intended to encourage homeowners to weatherize their homes in order to create more than 500,000 new jobs in home performance, manufacturing and retail. The proposed program would provide $9 billion in funding . A formal recommendation to President Obama from the President's Economic Recovery Advisory Board (PERAB) December 5 cited BPI as a key contributor to the proposed HOME STAR program by providing training and accreditation for the development of the new home performance workforce, as well as third-party quality assurance on the installed retrofit measures.

BPI Accepting Applications for the Standards Technical Committee
The BPI Standards Management Board is now seeking applications for appointment to the BPI Standards Technical Committee. Three positions for the 2010 cycle are open on the nine-person STC.

BPI's Home Energy Auditing Standard Released for Public Comment
The new Home Energy Auditing (EA) Standard is now available for public comment. Created by BPI's Standards Technical Committee, the new standard provides guidance for professionals conducting residential energy audits. This standard includes recommendations for energy efficiency improvements for single-family and multifamily residential buildings. Energy Conservation Measures (ECMs) are key components of the standard.
Significant elements of this new standard include:
- Cost-benefit analyses of ECMs, using predictive computer software with housing stock, current energy prices, seasonal/baseload measures and type of housing
- Work scope evaluations of the whole house to cost-effectively optimize home performance, while maintaining or improving health, safety and customer objectives
- Specifications for: combustion appliance and carbon monoxide testing, controlled ventilation requirements, moisture control, building enclosure performance and HVAC efficiency

Growing Support for REEP Legislation on Capitol Hill
The Efficiency First blog reports that the office of Rep. Peter Welch of Vermont, who sponsored the Retrofit for Energy and Environmental Performance (REEP) Program Act (H.R. 1778) introduced last March, reports this week that the bill now has 60 cosponsors in the House of Representatives. Efficiency First encourages all members to voice support for this important legislation by contacting their own Congressional Representatives. Joining the HVAC Mainstream—2010 AHR Expo
BPI will be exhibiting at the 2010 AHR Expo in Orlando, Florida January 25-27, 2010. This event is one of the world's largest HVAC trade shows, featuring more than 1,800 exhibiting companies, dozens of industry organizations and over 25,000 visitors from all 50 states and over 120 countries.

You all know I'm a "recovering" contractor. But if ever I felt the urge to get back in the game, it's been in the last few weeks. Why? Because all the hubbub about the proposed "Cash for Caulkers' program is going to help make selling energy efficiency retrofits easier for all of us even if HOME STAR doesn't get through Congress.
Let's see a quick Google search for news articles using the phrase "cash for caulkers' turns up over 1,000 hits in the mainstream media. The big media outlets like Bloomberg, MSNBC, USA Today, Fox News, CNN and the New York Times are all talking about this weatherization proposal.
So what about your local newspaper, radio station or TV news program? Can they explain the home performance process to their readers, listeners and viewers? Are they looking for a residential energy efficiency retrofit professional like you to help them find accurate, valuable information?
Here's what I would do if I were still in the contracting game.
I would read as much as possible about how Cash for Caulkers might work if and when it's adopted. You can get a copy of the formal recommendation to President Obama from the President's Economic Recovery Advisory Board (PERAB) right here that outlines the program.
Then I would make a list of all my local media, and I'd sit down and write a few emails and make a few phone calls. I'd tell them why HOME STAR is important, and why BPI certified professionals and accredited companies are going to be a big part of the program to make sure homeowner and taxpayer dollars are invested safely and the work gets done right.
Then I'd offer them my expertise. I'd offer to explain how the audit works and why true home performance is a prescriptive path not a rebate coupon. I might even offer to take them on a job with me so they can see it all happening first-hand.
I would leverage all the excitement about Cash for Caulkers to get some publicity for me and my company. That way, all sorts of homeowners will remember reading about me, or seeing me on TV, and my phone will start to ring. And when the program gets adopted, I'll be first in line for a lot of work.
So get your boots on and get out there. Capitalize on all the attention that's happening now to help sell your services tomorrow.
