Mr. Laverne Dalgleish is a principal in the Building Professionals Consortium (BPC), which designs, develops and delivers site quality assurance programs for the construction industry. Laverne has been actively involved in the construction industry for over 32 years and has specialized in building envelopes, energy efficiency and building performance for over 20 years. Laverne is a frequent presenter across North America on a variety of topics as they relate to building envelopes, energy efficiency, green building practices, standards and quality of construction. Laverne is actively involved in the standards development process and is currently the chairman of ULC’s Thermal Insulating systems and standards. He is also an active member in ASTM, CSA, CGSB and is Secretary of two ISO standard development committees. Laverne is currently the Executive Director of the Air Barrier Association of America.

David Hepinstall , Executive Director of the Association for Energy Affordability, Inc. (AEA) in New York City , since 1993. AEA, an Affiliate of BPI, is a not-for-profit membership, training and technical support and energy services organization whose mission is to use energy efficiency to maintain affordable and healthy housing for low and moderate-income families and communities. David has 25 years of direct experience designing, developing and managing innovative public and nonprofit programs serving energy affordability, community development and education needs in low-income communities. He is currently a member of NYSERDA’s System Benefits Charge Advisory Group, the NYC Mayor’s Energy Policy Task Force, and the Low Income Forum on Energy (LIFE) Steering Committee. Over the past three years he has shepherded the development of AEA’s Energy Management Training Center in the Bronx . The Center includes teaching labs with heating systems and advanced building controls designed for hands-on learning, and classrooms with digital video, Internet access, and computer presentation capabilities. AEA’s trainers offer a wide spectrum of technical trainings for a broad set of audiences, including weatherization field staff, boiler contractors, hydronic heating system designers, property managers, building superintendents, maintenance staff and others interested in improving the performance of their buildings or pursing a career working in this field. David is a member of BPI’s Technical Committee and participated in Expert Panels convened by BPI to develop the standards for BPI’s Multifamily Building certifications.

Tony Woods is President of CanAm Building Envelope Specialists Inc. - a company he co-founded in 1980. CanAm offer a comprehensive range of environment and energy related services in all types of buildings. Tony is a physicist, graduating from the University of Hull, England in 1959. He is a member of nine Standards Committees covering air tightness testing, ventilation, combustion safety, window installation and sealants. In addition to numerous trade qualifications he has participated in many Federal, Provincial and Utility Development and Demonstration Programs including several Air Leakage Control Projects, U.F.F.I. Remedial Measure development, National Moisture Studies, Ontario Hydro 1000-House Audit Program, House as a System and Retail Training Programs. He has been a regular presenter at Affordable Comfort and E.E.B.A. conferences in the U.S.A. and is constantly involved in training of weatherization organizations both in Canada and the U.S.A. Tony is the Past-President of the Ontario Building Envelope Council, and Executive Vice-President of the National Energy Conservation Association and the Contractors Warranty Corporation. He is a member of H.R.A.I. Toronto Chapter, the Construction Specification Writers Association and the Ontario Association of Home Inspectors.

Helen is Executive Director of Affordable Comfort, Inc. ACI brings together the developers and the implementers of the principles that make homes more healthy, comfortable, energy efficient, durable and affordable . Through national and regional conferences, and an expanding range of training and education initiatives, ACI inspires excellence in home construction, remodeling, repair and operation, by promoting a systems approach. Helen has worked in the field of energy and environment since 1978. From 1981-1988, Helen was Director of Energy Efficiency Programs at ACTION-Housing Inc., the launch pad for the ACI conference.

Howard Katzman is a self-employed consultant and trainer in green building and home performance based in Atlanta, Georgia. Prior to 2007, he was employed by Southface Energy Institute for five years as a Residential Green Building Services Project Manager. He managed the Home Performance with ENERGY STARâ, Radon, and EarthCraft Renovation programs providing technical assistance and training for contractors. He also managed the Radon outreach program and the delivery of technical services for builders and homeowners. Howard conducted trainings for Home Performance with ENERGY STAR, EarthCraft Renovation, Home Energy Rater System, the Southface Homebuilding School, and Preventing Mold through High Performance Construction in the Southeast. Since 2005 he has served as a director of the Building Performance Institute, a standards and certification/accreditation body for the home performance contracting industry. His expertise has been sought for a variety of broadcast and print media. Drawing on over twenty years of experience in construction technology, management, financial analysis, budgeting and estimating as a renovation contractor, his areas of expertise include small business ownership and management, and building diagnostics and performance. Beyond his formal college degree he has participated in Sandler Sales Systems training and Business Networks, a construction industry peer review group. He can be found donating his time to such community projects as the Phoenix School, a nonprofit preschool, and Habitat for Humanity.

Rex Boynton is the president of North American Technician Excellence - NATE - the leading certification organization promoting excellence in the heating, ventilation, air conditioning and refrigeration industry. Founded in 1997, NATE recognizes quality technicians through a rigorous program of voluntary testing. Since its launch, more than 15,000 industry technicians have earned a NATE credential. Rex has 25 years of experience as an association and marketing executive and has served as chief executive for a national trade association and a national foundation. His background included extensive experience in strategic planning, communications and program development. He has managed three successfrul credentialing efforts; developed numerous education and promotion programs; and launched a multi-million dollar consumer awareness campaign. He is a former political campaign manager and congressional press secretary. Rex is a member of the American Society of Association Executives, serving on their Technology Committee in 1993; and the National Organization for Competency Assurance where he currently serves on the Government Affairs Committee. He is a member of the Board of Directors of the Building Performance Institute and the Eastern Heating & Cooling Council; the HVAC/R Career Education Committee. Rex is an honors graduate of the University of Rhode Island and was recognized in Who´s Who among Rising Young Americans. EnTherm Inc. a Syracuse , New York building performance contracting firm , was founded in November 1980 by Richard Kornbluth and Frank LaSala. The company initially specialized in residential retrofit insulation, a field familiar to EnTherm owners. For the five years before starting EnTherm, they had been active working partners, with several others, in a Syracuse insulation company specializing in retrofit insulation. In 1992 Richard developed and implemented a contractor training program for a building performance based weatherization program sponsored by Niagara Mohawk Power Corp., the largest investor -owned utlility in upstate New York . He has been active in his community, serving on the Board of Directors of the Syracuse Habitat for Humanity affiliate for six years, and is currently President of the Board of the Appleseed Trust, a Syracuse based not for profit that offers business skills training and micro-loans for low and moderate income area residents wishing to start or expand their business. Richard also serves on the board of the Building Performance Contractors Association of New York State.

Their goal is to help people help themselves and move toward self-sufficiency. Mr. Cowell has been President of CSG/Sun Power Electric, Inc since 1984 and is the organizations chairman and chief executive officer. Mr. Cowell has been the founder and director of numerous energy efficiency and renewable energy organizations during his career. For the past 30 years, Mr. Cowell has been involved in conservation programs around the country and has successfully advocated for energy efficiency as an electric power supply option. Rick Gerardi has over two decades of management experience implementing innovative strategies for improved energy efficiency and building performance in the residential sector and pioneering creative strategies to address the special energy needs of low-income households. Since June 2007, he is building a new Residential Building Performance capacity within Lockheed Martin which will take a market-based approach to energy efficiency deployment. This new capacity is based upon a belief that a sustainable market for energy efficiency and home performance is inevitable as an inherent value to consumers and a viable business model for professional service delivery. Prior to his move to Lockheed, Rick established and managed the Residential Energy Affordability Program (REAP) at NYSERDA , which by 2006 administered over $70 million per year of public and ratepayer funds for residential and consumer energy efficiency efforts, including programs for single family homes, multi-family buildings, the low income sector, several loan funds, and a multi-media marketing program. In his nine years there, REAP received over 30 national awards for program effectiveness and innovation, including 11 US EPA/DOE Energy Star awards in seven years, an R&D 100 award for it’s TREAT software, an Emmy award and a Telly award for its marketing efforts, and a number of individual honors for Rick including the US DOE Rebuild America 2002 Person of the Year award, the US EPA 2004 Michael Thompson Visionary Leaders award, and the Alliance to Save Energy 2005 Unsung Heroes in Energy Efficiency award. Before NYSERDA, Rick was the director for the State’s low-income Weatherization Assistance Program for 14 years where he managed over a half a billion dollars in efficiency work and instituted a number of innovative practices. He has been in the building trade for over 25 years, having built solar, energy-efficient homes and additions prior to his tenure with the State.

Mr. Fitzgerald is known throughout North America for his expertise in training weatherization crews for numerous agencies and utilities in over 35 states and Canada . From 1998 until 2005 he was the Technical Director of the Center for Energy and Environment´s Indoor Air Quality (IAQ) Testing and Remediation group for th MAC Part 150 Residential Sound Insulation Program that has served more than 6000 houses. In 2005 Jim joined Conservation Services Group as the Director of Building Diagnostics. Andrew Fisk is currently a Program Manager in the Residential Energy Affordability Program (REAP) at NYSERDA. Since becoming part of the REAP group at NYSERDA in 1998, Andrew has managed many residential market transformation and research and development initiatives. These residential initiatives include: a New York ENERGY STAR® Labeled Homes new construction program, a Home Performance with ENERGY STAR existing homes initiative, building science curriculum development, energy analysis software development, and various innovative energy product deployment demonstrations. Prior to NYSERDA, Andrew was Operations Manager of two Weatherization Assistance Program (WAP) New York State Subgrantees for more than six years. Prior to the WAP he co-managed a residential building contracting company. Mr. Edward Pollock is the Team Leader of the Residential Buildings Research Team in the Office of Building Technologies. The Office of Building Technologies conducts research to reduce the amount of energy used in residential and commercial buildings. This research includes finding ways to improve the performance of the walls and windows as well as development of more efficient lighting, heating and cooling systems and the other equipment use in buildings. The office is also investigating the most effective use of renewable energy systems to supplement the energy needed in buildings. The residential research program, known as Building America, applies a systems engineering approach to select the most cost effective combination of energy savings strategies for homes in each climate zone in the U.S. The ultimate goal is to develop homes that produce as much energy as they use and at a net zero cash flow for the home owner. (The marginal cost of financing the energy efficiency improvements will be equal to or less than the cost of the energy saved.)

Kathleen Hogan is the Director of the Climate Protection Partnerships Division of the US Environmental Protection Agency. There she manages many of the Agency=s industry partnership programs designed to remove market barriers and reduce greenhouse gas emissions while saving businesses and consumers money. These programs include the EPA’s flagship voluntary program, ENERGY STAR, which offers energy efficiency solutions across the residential, commercial and industrial sectors: partnership programs to promote renewable energy and combined heat and power; Climate Leaders, a corporate leadership program for addressing climate change; and a State partnership designed to promote clean energy policies with state decision-makers. Hogan has been with the EPA for 15 years. Prior to EPA, she worked in consulting and for a water resources planning commission for the Potomac River. She received her doctorate in systems analysis and environmental engineering from the Johns Hopkins University and a Bachelor of Science in Chemistry from Bucknell University
